Dear Viewer,
An important update for all existing license holders, new applicants, manufacturers, importers, and product sellers regarding the Cross Recessed Screws (Chipboard Screws – Specification) (Quality Control) Order, 2024.

Overview
The Ministry of Commerce and Industry has released the Cross Recessed Screws (Quality Control) Extension Order, 2025, which will come into effect from 1st November 2025.
From this date onwards, all products falling under this category must comply with the Indian Standard IS 18508:2024 (Chipboard Screws – Specification).
These screws must:
Bear the Standard Mark (ISI Mark) issued under a valid license from the Bureau of Indian Standards (BIS).
Be certified in accordance with Scheme–I of Schedule–II under the BIS (Conformity Assessment) Regulations, 2018.
Exemptions
The order does not apply to:
Goods manufactured in India solely for export.
Goods imported as part of finished products, sub-assemblies, or components.
Goods imported by domestic manufacturers for producing items meant for export.
Implementation Schedule
Additional Exemptions for Micro & Small Enterprises
Micro and small enterprises registered under the Udyam Portal of the Ministry of MSME are exempt from this order if they meet all of the following conditions:
Investment in plant and machinery does not exceed ₹25 lakh.
Turnover does not exceed ₹2 crore during the previous financial year (certified by a Chartered Accountant).
Registered as a Micro or Small Enterprise under the MSMED Act, 2006.
Research & Development Exemption
Manufacturers (OEMs) of Cross Recessed Screws are permitted to import up to 200 kg per year of such goods for research and development purposes only.
However:
These imported items cannot be sold commercially and may only be disposed of as scrap.
OEMs must maintain annual records of such imports and furnish details to government authorities upon request on company letterhead, signed by an authorized representative.
Implementation Authority
The Bureau of Indian Standards (BIS) will act as the certifying and enforcing authority for this Quality Control Order.
Any person found violating the provisions of this order will be liable for penalties under the BIS Act, 2016.
