The Government of India issues this Quality Control Order to ensure safety, reliability, and standardization of Cast Iron Products(Cast iron man hole covers and frames) across the country.

On August 24, 2023, the Ministry of Commerce and Industry, through the Department for Promotion of Industry and Internal Trade (DPIIT), issued the Cast Iron Products (Quality Control) Order, 2023. Subsequently, the Ministry introduced the Cast Iron Products (Quality Control) Order, 2024, which supersedes the 2023 order, with revised implementation timelines to facilitate compliance by enterprises of varying scales.

Authority
The Bureau of Indian Standards (BIS) is designated as the certifying and enforcement authority. BIS is responsible for ensuring compliance, certifying manufacturers, and restricting the manufacture, import, or sale of non-compliant products.

Violations of the provisions of this order will attract penalties as outlined under the Bureau of Indian Standards Act, 2016.

Key Provisions of the Cast Iron Products (Quality Control) Order, 2024
1. Title and Commencement
Applicable Standard: IS 1726:1991
Officially titled the Cast Iron
Products (Quality Control) Order, 2024, the regulation comes into
force upon its publication in the Official Gazette.
The implementation timeline is staggered
based on enterprise size:
Medium and Large Enterprises:
Implementation by September 1, 2024.
Small Enterprises:
Implementation by December 1, 2024.
Micro Enterprises: Implementation by March 1, 2025.
2. Mandatory BIS Certification
The regulation mandates that cast iron
manhole covers and frames conform to Indian Standard IS 1726:1991.
A BIS license is required for
manufacturers to affix the Standard Mark (ISI Mark) on their products as
per Scheme-1 of Schedule-II of the BIS (Conformity Assessment)
Regulations, 2018.
Exemptions are granted in the following
cases:
Goods manufactured solely for export
purposes.
Enterprises registered under the Udyam
portal with investments in plant and machinery or equipment not exceeding
₹25 lakhs and turnover not exceeding ₹2 crores in the previous financial
year (certified by a Chartered Accountant).
Imported goods up to 200 kilograms annually, specifically for research and development purposes, provided they are not sold commercially and are disposed of as scrap.
