BIS QCO for Carbon Steel Cast Billet Ingots, Billets, Blooms and Slabs for Rerolling into Steel IS 2830:2012

The Ministry of Steel has notified the Steel and Steel Products (Quality Control) Order, 2024 under the authority of Sections 16, 17, and sub-section (3) of Section 25 of the Bureau of Indian Standards Act, 2016 (11 of 2016). This Order replaces the earlier Steel and Steel Products (Quality Control) Order, 2020 and takes effect from the date of its publication in the Official Gazette, without affecting actions already undertaken under the previous Order.

Under this mandate, Carbon Steel Cast Billet Ingots, Billets, Blooms and Slabs for Rerolling into Steel for General Structural Purposes must comply with the requirements of Indian Standard IS 2830:2012. Manufacturers are obligated to obtain a BIS license and mark their products with the Standard Mark (ISI Mark) in line with Scheme–I of Schedule–II of the BIS (Conformity Assessment) Regulations, 2018. In addition, every consignment must be accompanied by a Test Certificate issued by a BIS-certified manufacturer.

Products manufactured specifically for export are exempted from this requirement when foreign buyers prescribe alternative specifications. The Bureau of Indian Standards (BIS) is the notified authority responsible for certification, enforcement, and monitoring compliance. Any violation of this Order attracts penalties as per Section 29 of the BIS Act, 2016.

Moreover, any subsequent amendments or revisions to the relevant Indian Standard notified by BIS will automatically apply to this Order from the date of their publication.
