Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for Beta Picoline.

BIS QCO for Beta Picoline

The Ministry of Chemicals and Fertilizers, through its Department of Chemicals and Petrochemicals, issued the Beta Picoline (Quality Control) Order, 2020, on June 16, 2020. Subsequent amendments have extended the implementation date from February 5, 2021, to March 13, 2025. 

This order has been issued under the powers granted by the Bureau of Indian Standards Act, 2016, to ensure the quality and standardization of Beta Picoline in the public interest. 

Key Provisions of the Beta Picoline (Quality Control) Order, 2020

1. Title, Application, and Effective Date

  • This Order is officially titled the Beta Picoline (Quality Control) Order, 2020.
  • The enforcement date is set for 181 days from its publication in the Official Gazette. However, after amendments, the enforcement date is now March 13, 2025.
  • It applies to all Beta Picoline products, with an exemption for goods or articles manufactured specifically for export. 

2. Conformity to Standards and Compulsory Use of Standard Mark

  • All Beta Picoline goods or articles must comply with the Indian Standard IS 16112:2013.
  • These goods must bear the BIS Standard Mark (ISI Mark) under a valid license issued by the Bureau of Indian Standards (BIS) in accordance with Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.
  • The mandatory requirement for the Standard Mark is not applicable to products intended for export, which must only conform to the importing country's specifications. 

3. Certification and Enforcement Authority

  • The Bureau of Indian Standards (BIS) is the designated certifying and enforcing authority for the regulation and standardization of Beta Picoline. BIS will ensure compliance with the specifications outlined in this order. 

4. Penalties for Non-Compliance

  • Any individual or entity that fails to comply with the provisions of this order will be subject to penalties as per the guidelines set forth in the Bureau of Indian Standards Act, 2016. These penalties are intended to enforce adherence and maintain high-quality standards. 

This order is a critical regulatory measure aimed at ensuring the safety, reliability, and quality of Beta Picoline products in the domestic market, while accommodating international trade requirements.
