The Government of India issues this Quality Control Order to ensure safety, reliability, and standardization of Electrical Appliances for Domestic Water Heating (Appliances for Stationary Storage Type Electric Water Heaters) across the country.

Overview
The Ministry of Commerce and Industry has issued the Electrical Appliances for Domestic Water Heating (Quality Control) Order, 2025, through Gazette Notification S.O. 355(E) dated 16th January 2025. This Order will come into force on the date of its publication in the Official Gazette.
As per this Order, the specified Electrical Appliances for Domestic Water Heating must comply with the applicable Indian Standards. The product must have the BIS Standard Mark as per the marking requirements. Manufacturers must obtain the BIS Licence under Scheme-I of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
Implementation Dates Under QCO
Micro enterprises and small enterprises, as defined under the Micro, Small, and Medium Enterprises Development Act, 2006 (27 of 2006), shall comply with the specified Indian Standards from the date mentioned below -

Purpose of the QCO
The main purpose of the Electrical Appliances for Domestic Water Heating (Quality Control) Order, 2025 is to ensure that domestic water heating appliances meet the required quality and safety standards before they are sold in the Indian market.
The QCO has been introduced to -
- Ensure compliance with the applicable Indian Standards
- Improve the quality and safety of domestic water heating appliances
- Prevent the sale of substandard and unsafe products
- Make the Standard Mark mandatory for covered products
- Promote compliance with BIS standards
- Improve consumer confidence in certified products
Mandatory BIS Certification Requirement
Under this Order, Stationary Storage Type Electric Water Heaters must comply with the applicable Indian Standards specified in the QCO. For stationary storage type electric water heaters, the relevant standards include IS 302 (Part 2/Sec 21): 2018 and IS 2082:2018.
The products must carry the Standard Mark after obtaining a BIS licence from the Bureau of Indian Standards.
Key Exemptions
1. Goods Manufactured in India for Export
The Electrical Appliances for Domestic Water Heating (Quality Control) Order, 2025 does not apply to Goods or articles manufactured domestically for export.
2. Research and Development Import Exemption
The Order also exempts manufacturers importing up to 200 goods or articles per year for research and development purposes. The imported products:
- Must be used only for research and development purposes
- Must not be sold commercially
- Can be disposed of as scrap after use
- Must be recorded in a year-wise record
- The manufacturer must furnish these records to the Central Government when required
Any person who violates the provisions of the Electrical Appliances for Domestic Water Heating (Quality Control) Order, 2025 may be punished under the provisions of the Bureau of Indian Standards Act, 2016.
