Here’s an important update regarding the applicable Indian Standards for all existing licence holders, new applicants, manufacturers, importers, and sellers dealing with All Glass Evacuated Tubes Solar Water Heating Systems under the latest Quality Control Order.
Overview – BIS QCO for Solar Thermal Systems (All Glass Evacuated Tubes Solar Water Heating System)
The Ministry of New and Renewable Energy has introduced the Solar Thermal Systems, Devices and Components (Quality Control) Order, 2024 to ensure quality, safety, and standardization across solar products in India.
This order will come into force after 180 days from the date of its publication in the Official Gazette. It applies to All Glass Evacuated Tubes Solar Collectors manufactured, imported, or sold in India. However, products meant exclusively for export are exempt from this requirement.
As per the order, All Glass Evacuated Tubes Solar Water Heating Systems must comply with the Indian Standard IS 16544:2016.
Additionally, these products must carry the ISI Mark, which can only be obtained by securing a licence from the Bureau of Indian Standards (BIS) under the relevant conformity assessment scheme.

Implementation & Compliance

- Effective Date: 6th April, 2025
The Bureau of Indian Standards, in coordination with the Ministry of New and Renewable Energy, will also conduct market surveillance activities to ensure that products available in the market comply with the prescribed standards and carry the Standard Mark.
Important Note
Non-compliance with this order may attract penalties under the provisions of the Bureau of Indian Standards Act, 2016. All stakeholders are strongly advised to ensure timely compliance to avoid legal issues and business disruptions.
