OVERVIEW
The Ministry of Textiles has issued Jute Bags (Quality Control) Order, 2022 that mandates BIS Certification for A-Twill Jute Bags, IS 1943: 1995.

The Ministry of Textiles issued the Jute Bags (Quality Control) Order, 2022 on June 6, 2022, in exercise of the powers conferred under Sections 16(1) & (2), 17, and 25(3) of the Bureau of Indian Standards (BIS) Act, 2016 (11 of 2016). After consulting the Bureau of Indian Standards (BIS), the Central Government has deemed it necessary in the public interest to implement this order, as detailed below: 

1. Short Title, Commencement, and Scope

  1. This order shall be known as the Jute Bags (Quality Control) Order, 2022.
  2. It shall come into effect from the date of issuance.
  3. This order shall apply to A-Twill Jute Bags, except those intended for export. 

2. Mandatory Use of Standard Mark

All A-Twill Jute Bags must comply with Indian Standard IS 1943:1995 and bear the Standard Mark under a license issued by the Bureau of Indian Standards (BIS) in accordance with Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. 

3. Certification and Enforcement Authority

The Bureau of Indian Standards (BIS) is designated as the certification and enforcement authority for ensuring compliance with this order. 

4. Penalty for Non-Compliance

Any person found contravening the provisions of this order shall be liable for penalties under the Bureau of Indian Standards Act, 2016.
