This is an important update about the Indian Standard that applies to all existing license holders, new applicants, manufacturers, importers, and product sellers. It concerns the Chain Pulley Block, Ratchet Lever Hoist, and Universal Gearless Pulling and Lifting Machine (Quality Control) Order, 2025.

BIS QCO for Chain Pulley Block, Ratchet Lever Hoist and Universal Gearless Pulling and Lifting Machine

The Ministry of Commerce and Industry has released a draft notification titled the Chain Pulley Block, Ratchet Lever Hoist and Universal Gearless Pulling and Lifting Machine (Quality Control) Order, 2025.

This Order will come into effect from the date of its publication in the Official Gazette.

All goods or articles — Chain Pulley Block, Ratchet Lever Hoist and Universal Gearless Pulling and Lifting Machine — must follow the requirements of the Indian Standard IS 3832:2005 (Hand Operated Chain Pulley Block). They should also carry the Standard Mark under a valid license from the Bureau of Indian Standards (BIS), as per Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

For manufacturers defined under the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), the timeline for compliance is as follows:

  • General Manufacturers (Other than Micro and Small Enterprises): Within 6 months from the date of publication in the e-Gazette
  • Small Enterprises: Within 9 months from the date of publication in the e-Gazette
  • Micro Enterprises: Within 12 months from the date of publication in the e-Gazette

The provisions of this Order shall not apply in the following cases:

  1. Goods or articles imported by a manufacturer, up to a maximum of 100 units per year, provided that:
    • They are not sold in the market for commercial purposes.
    • They are later disposed of as scrap.
    • The manufacturer maintains year-wise records of these items and submits the details to the concerned authorities as required.
  2. Goods or articles manufactured domestically only for export purposes.

The Bureau of Indian Standards (BIS) will act as the certifying and enforcement authority for the products covered under this Order

Anyone found violating the provisions of this Order shall face action as per the Bureau of Indian Standards Act, 2016.
