This is an important update about the Indian Standard that applies to all existing license holders, new applicants, manufacturers, importers, and product sellers. It concerns the Chain Pulley Block, Ratchet Lever Hoist, and Universal Gearless Pulling and Lifting Machine (Quality Control) Order, 2025.
Ratchet Lever Hoist QCO Overview
The Ministry of Commerce and Industry, Department for Promotion of Industry and Internal Trade (DPIIT), Government of India, has issued the draft Chain Pulley Block, Ratchet Lever Hoist and Universal Gearless Pulling and Lifting Machine (Quality Control) Order, 2025.
Under this notification, Ratchet Lever Hoists covered under IS 11340:2020 have been brought under mandatory BIS certification requirements.
As per the notification, manufacturers of Ratchet Lever Hoists shall ensure that their products conform to the specified Indian Standard and bear the Standard Mark (ISI Mark) under a valid BIS licence granted in accordance with Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.
What is IS 11340:2020?
IS 11340:2020 is the Indian Standard for Ratchet Lever Hoists. The standard specifies the requirements relating to design, construction, dimensions, material quality, load rating, safety mechanisms, performance requirements, inspection, testing, marking, packaging, and quality control of ratchet lever hoists.
The standard ensures that ratchet lever hoists meet prescribed quality, safety, durability, reliability, operational efficiency, load-handling capability, and service life requirements for use in construction sites, industrial facilities, warehouses, manufacturing units, maintenance operations, material handling applications, engineering projects, and lifting and pulling operations across various sectors.
Implementation Timeline
According to the draft QCO, the implementation timeline is as follows:
- General Industry (other than Micro and Small Enterprises): 6 months from the date of publication of the Order in the Official Gazette.
- Small Enterprises:9 months from the date of publication of the Order.
- Micro Enterprises:12 months from the date of publication of the Order.
Key Requirements Under the QCO
- Products must comply with the requirements specified under IS 11340:2020.
- Manufacturers must obtain BIS certification before selling products in the Indian market.
- Certified products must bear the ISI Mark.
- BIS will act as the certification and enforcement authority for these products.
- Non-compliance may result in penalties under the provisions of the BIS Act, 2016.
Exemptions Under the Order
The QCO does not apply to:
- Products manufactured domestically for export purposes.
- Products imported by manufacturers up to a maximum of 100 units per year for research and development purposes, subject to prescribed conditions.
- Products imported for testing, evaluation, and product development activities as permitted under the Order.
- Other exemptions specifically provided under the Quality Control Order.
Certification and Enforcement Authority
The Bureau of Indian Standards (BIS) shall act as the certification and enforcement authority for Ratchet Lever Hoists covered under this Quality Control Order.
Penalty for Non-Compliance
Any person or manufacturer violating the provisions of this Order shall be punishable under the provisions of the Bureau of Indian Standards Act, 2016.
