In a move that streamlines processes, BIS has launched an online feature specifically designed to manage Critical Component List (CCL) updates. Online CCL Update Feature Now Live:
Manufacturers of Solar PV Modules can now utilize the newly introduced online feature to submit test reports when changes occur in the Bill of Materials (BOM) of registered modules. This is applicable when there is no change in the model number, allowing for a seamless update of components without unnecessary administrative hurdles.

Verification of Model Numbers:
Licensees are urged to ensure the correctness of model numbers in the portal prior to submitting online requests for updates. Any discrepancies found should be reported to the BIS immediately to avoid issues during the submission process.

Scrutiny and Record-Keeping:
Once a CCL update request is submitted by the licensee, the BIS will scrutinize the submission. If all documentation is correct and product conformity is satisfactorily established at the first instance, the request will be recorded, and an intimation will be sent to the licensee within five working days.

One-Time Relaxation on Test Report Submission:
In recognition of practical challenges, BIS has provided a one-time relaxation regarding the acceptance of test reports. Specifically, test reports generated on or after February 15, 2024, that are older than 90 days can still be accepted. However, these requests must be sent via email, including relevant details such as R-No., CRS No., Test request no., Test report no., and the report date. Importantly, only requests received within seven days of the issuance of this circular will be considered for acceptance.

Circular Issuance with Authority:
The changes and relaxations outlined in this circular have been issued with the approval of the Competent Authority at BIS. This ensures that all updates are in line with regulatory requirements and are aimed at improving the efficiency of Solar PV Module component management.
