BIS Certification No Longer Mandatory for 14 Chemical & Polymer Categories

BIS Certification No Longer Mandatory for 14 Chemical & Polymer Categories
In a significant policy reform, the Ministry of Chemicals & Fertilizers (Department of Chemicals & Petrochemicals) has officially revoked the mandatory BIS Certification requirement for 14 major chemical and polymer products. This decision—taken in consultation with the Bureau of Indian Standards (BIS)—has been published in the Gazette of India (Extraordinary) through notifications S.O. 5129(E) to S.O. 5142(E) dated 12 November 2025.
With this announcement, all previously issued Quality Control Orders (QCOs) under the BIS Act, 2016 for these products have been cancelled with immediate effect. However, any actions already taken or legal proceedings underway as per the earlier orders will remain valid and enforceable.
What This Means for the Industry
Mandatory BIS Certification for the listed 14 chemical and polymer products has now been officially withdrawn.
Manufacturers, importers, processors, and traders no longer require BIS licenses for these categories.
The decision has been made in public interest, aiming to simplify regulatory compliance and enhance ease of doing business.
List of Products With Cancelled BIS QCOs
The following chemical and polymer products are now fully exempt from compulsory BIS Certification
- Terephthalic Acid (TPA)
- Ethylene Glycol (EG)
100% polyester Spun Grey & White Yarn
100% polyester Polyester Industrial Yarn (IDY)
100% polyester Polyester Staple Fibre (PSF)
100% polyester Polyester Continuous Filament Fully Drawn Yarn (FDY)
100% polyester Polyester Partially Oriented Yarn (POY)
100% polyester Polyethylene Material for Moulding & Extrusion
100% polyester Acrylonitrile Butadiene Styrene (ABS)
100% polyester Polypropylene (PP) Material for Moulding & Extrusion
100% polyester Polyvinyl Chloride (PVC) Homopolymers
100% polyester Ethylene Vinyl Acetate (EVA) Copolymers
100% polyester Polyurethanes (PU)
100% polyester Polycarbonate (PC)
Effective Date
The withdrawal of all 14 Quality Control Orders came into immediate effect on 12 November 2025.
From this date onward, none of these products fall under mandatory BIS Certification requirements.
Gazette Notifications
The following notifications have been rescinded under Section 16 of the BIS Act, 2016:
S.O. 5129(E) to S.O. 5142(E), dated 12 November 2025
Each notification corresponds to one of the 14 products listed above.
Industry Impact & Outlook
The withdrawal of these QCOs marks a major regulatory relaxation for the chemical and polymer sector. This change is expected to:
Reduce regulatory and compliance burdens
Improve ease of doing business across the sector
Speed up manufacturing and import operations
Streamline supply chains and reduce delays
Although compulsory certification has been removed, companies may still choose voluntary BIS Certification to demonstrate quality reliability, strengthen brand credibility, and maintain competitive advantage in the market.
Conclusion
The removal of mandatory BIS Certification for these 14 chemical and polymer categories represents a transformative step in India’s regulatory landscape. By rescinding the existing QCOs, the government has significantly eased compliance obligations and facilitated smoother operations for manufacturers and importers.
While the products are no longer bound by mandatory BIS requirements, businesses may continue to pursue voluntary certification to uphold consistent quality standards, enhance customer trust, and stay competitive in both domestic and global markets. Overall, this policy shift is poised to boost industrial flexibility, support faster trade, and contribute to the growth of India’s chemical and polymer industry.
