The rise in demand for cordless and
battery-operated appliances has made vacuum cleaners a staple in modern
households and commercial spaces. As these devices become more integral to
daily life, ensuring their safety and reliability is more important than ever.
To address this, the Ministry of Commerce and Industry has introduced the
Safety of Household, Commercial and Similar Electrical Appliances (Quality
Control) Order, 2025.
This Quality Control Order (QCO)
mandates that all battery-operated vacuum cleaners (DC supplied) must comply
with the Indian standard IS 302 (Part 1): 2024 / IEC 60335-1: 2020. These
products must now carry the Standard Mark under a license from the Bureau of
Indian Standards (BIS), ensuring they meet stringent safety and performance
benchmarks.
The BIS Certification for
battery-operated vacuum cleaners is a formal assurance that these appliances
conform to the safety and quality parameters specified in IS 302 (Part 1):
2024, which aligns with the international standard IEC 60335-1: 2020. The
Indian standard for battery-operated vacuum cleaners, based on IEC 60335-1:
2020, covers electrical safety, protection against electric shock, mechanical
and thermal hazards, construction requirements, and endurance testing.
Upon successful testing and
compliance, manufacturers are authorized to use the ISI Mark for
battery-operated vacuum cleaners. The ISI Certification for battery-operated
vacuum cleaners guarantees that the product is safe for consumer use, reducing
the risk of electrical hazards, overheating, and component failures.
Securing ISI Mark certification for
battery-operated vacuum cleaners provides multiple benefits:
● Mandatory legal compliance under the
latest QCO
● Consumer confidence and brand trust
● Market access and eligibility for institutional and government
procurement
● Reduced liability and enhanced product safety
According to the 2025 QCO, any
manufacturer or seller of DC-supplied vacuum cleaners that fails to comply with
the Indian standard for battery-operated vacuum cleaners will violate the BIS
Act. Any person who contravenes the provisions of this Order will be penalized
under Section 29 of the Bureau of Indian Standards Act, 2016 (11 of 2016).
To comply with IS 302 (Part 1): 2024
and earn the ISI certification, manufacturers must follow a structured
certification process:
Documents Required for BIS Certification

Conclusion
With safety now a regulated necessity,
obtaining the BIS Certification for DC-supplied/ battery-operated vacuum
cleaners is not just about meeting a standard—it's about delivering trust,
reliability, and legal assurance to consumers. The ISI Mark for
battery-operated vacuum cleaners serves as a symbol of compliance and
commitment to quality.
Manufacturers looking to enter or
continue operating in the Indian market must ensure their products comply with
IS 302 (Part 1): 2024 and are certified under Scheme-I of Schedule-II of the
BIS Conformity Assessment Regulations, 2018. Non-compliance could result in
penalties and restricted market access.
Now is the time to act, comply, and
lead with confidence in quality and safety.
