CPCB Guidance on filing of Application, Fees and more

The Central Pollution Control Board
(CPCB) has released an important notification that all stakeholders in the
plastic packaging supply chain must take note of. This update follows the
Ministry of Environment, Forest and Climate Change (MoEF&CC) Amendment to
the Plastic Waste Management (PWM) Rules, issued on 14 March 2024.
Who Needs to
Register?
As per the amendment, the following
entities are mandatorily required to
register themselves on the Centralized Extended Producer Responsibility (EPR)
Portal for Plastic Packaging:
- Manufacturers of
plastic raw materials
- Importers of plastic raw materials
- Micro & Small Producers (MSME category)
- Sellers of plastic
raw materials
What Has CPCB
Provided?
The CPCB has set up the necessary
provisions for registration of the above categories on the EPR Plastic Portal. To assist entities in completing the
registration process, the following resources have been made available:
● Standard Operating Procedure (SOP) for
registration
● Guidance Manual with details on
application format, application fees, and submission instructions
These resources can be accessed and
downloaded directly from the EPR Plastic Portal.
Why Is This
Important?
Despite the availability of these
resources, the CPCB has observed that many
manufacturers, importers, sellers, and MSME producers have not yet registered
on the portal. This registration is not
optional. Failure to comply will lead to action by the concerned
authorities under the provisions of the PWM Rules, 2016.
Immediate
Action Required
All concerned entities are strongly urged to submit their complete
applications for registration on the Centralized EPR Portal without delay. Non-compliance will
attract legal and regulatory consequences.
How to
Register?
Entities should:
- Visit the EPR Plastic Portal.
- Review
the uploaded SOP and Guidance Manual.
- Prepare
the required application materials as per the provided format.
- Submit the complete application along with applicable fees.
Final Note
This notification has been issued with
approval from the competent authority. It serves as an official reminder to all
plastic packaging value chain stakeholders to fulfill their regulatory
responsibilities promptly.
