An important update has been issued regarding the Indian Standard applicable to all existing license holders, new applicants, manufacturers, importers, and product sellers for Furniture (Storage Units) under the Furniture (Storage Units) (Quality Control) Order, 2025.
Overview of the BIS QCO for Furniture (Storage Units) – IS 17634:2022
The Ministry of Commerce and Industry has officially notified the Furniture (Quality Control) Amendment Order, 2026, which comes into effect from 2nd March, 2026.
As per this amendment, all furniture goods and articles classified as storage units must comply with Indian Standard IS 17634:2022 and must carry the Standard Mark. To achieve this, manufacturers are required to obtain a licence from the Bureau of Indian Standards (BIS) under Scheme I of Schedule II of the BIS (Conformity Assessment) Regulations, 2018.
Key Exemptions
While the order applies broadly, certain categories are exempt:
- Export-Oriented Production:Goods manufactured in India exclusively for export are not covered under this order.
- Micro and Small Enterprises (MSEs):Enterprises classified under the MSME Development Act, 2006 are granted an exemption for 18 months from the date of publication.
- Small Udyam-Registered Units:Businesses registered on the Udyam Portal with:
- Investment up to ₹25 lakh, and
- Turnover up to ₹2 crore
(certified by a Chartered Accountant) are also exempt.
Special Provisions
- R&D Imports:Manufacturers certified by BIS (or those who have applied) can import up to 200 units per financial year for research and development purposes. These items must not be sold commercially and should be disposed of as scrap, with proper records maintained.
- Existing Stock Clearance:Goods manufactured or imported before the implementation date can be sold, displayed, or offered for sale for up to 12 months, subject to submission of a self-declaration to BIS.
- Imports for Export Manufacturing:Non-BIS marked goods or components imported for export production are allowed, provided:
- A self-declaration is submitted to the Central Government
- The goods are not diverted to the domestic market
- Proper records are maintained for verification
- Goods in Transit:Imports shipped before the implementation date (with valid Bill of Lading) and cleared within 180 days are exempt.
- Pre-Order Imports:Orders placed before implementation are allowed if:
- Shipment and clearance occur within 180 days
- Relevant documents are submitted to BIS within 7 days of clearance
