Overview of the BIS QCO for Furniture (Bunk Beds)

As per the Furniture (Bunk Beds) (Quality Control) Order, 2025, all bunk beds manufactured, imported, or sold in India must strictly conform to the Indian Standard IS 17636:2022 and must bear the Standard Mark (ISI Mark).

To obtain this mark, manufacturers must secure a valid BIS license under Scheme–I of Schedule–II as defined in the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

This ensures that all bunk beds available in the Indian market meet essential safety, strength, and durability requirements, protecting consumers from substandard or unsafe products.

Exemptions under the Order

Certain categories are exempted from the immediate application of this QCO:

Export Products:
Goods manufactured within India solely for export purposes are exempt from this order.

Micro and Small Enterprises (MSEs):
Micro and small enterprises, as defined under the Micro, Small and Medium Enterprises Development Act, 2006, are exempt for a period of 18 months from the date of publication of this order.

Very Small Enterprises (Udyam-Registered):
Enterprises registered under the Udyam Portal of the Ministry of MSME, with:

Investment in plant and machinery/equipment not exceeding ₹25 lakh, and

Annual turnover not exceeding ₹2 crore,
as certified by a Chartered Accountant, are also exempt from this order.

Important Notes

Any person or entity found violating this QCO will face penalties under the BIS Act, 2016.

The Bureau of Indian Standards (BIS) is the designated implementation and enforcement authority for this order.

Compliance with this order is mandatory for all non-exempted entities before the implementation date.
