The Government of India has issued an important Quality Control Order (QCO) concerning the Furniture (Bunk Beds). This notification applies to all existing license holders, new applicants, manufacturers, importers, and product sellers engaged in the production or sale of bunk beds in India.
Overview for the BIS QCO for Furniture (Bunk Beds)
The Ministry of Commerce and Industry has issued the Furniture (Quality Control) Amendment Order, 2026, which comes into force from 2nd March, 2026.
As per this order, all bunk beds must comply with Indian Standard IS 17636:2022 and must bear the ISI Mark. To achieve this, manufacturers are required to obtain a licence from the Bureau of Indian Standards (BIS) under Scheme I of Schedule II of the BIS (Conformity Assessment) Regulations, 2018.
Key Exemptions
Certain categories are exempt from the provisions of this order:
- Export-Oriented Production: Products manufactured in India exclusively for export are not covered under this order.
- Micro and Small Enterprises (MSMEs): Micro and small enterprises, as defined under the MSME Development Act, 2006, are granted an exemption for 18 months from the date of publication of this order.
- Small Udyam-Registered Units: Enterprises registered on the Udyam Portal with investment up to ₹25 lakh and turnover up to ₹2 crore (certified by a Chartered Accountant) are also exempt.
Special Provisions
- Import for R&D Purposes: Manufacturers can import up to 200 units per financial year for research and development. These products must not be sold commercially, must be scrapped after use, and must be recorded and reported to the government.
- Existing Stock Clearance: Manufacturers holding stock produced or imported before the implementation date are allowed to sell or display such stock for up to 12 months, provided a self-declaration is submitted to BIS.
- Imports for Export Production: Non-BIS marked goods or components can be imported for manufacturing export products, subject to submission of a self-declaration and no diversion to the domestic market.
- Transit and Pre-Order Imports: Exemptions are provided for consignments shipped before the implementation date with valid Bills of Lading, or backed by purchase orders placed before the order came into effect.
