This is an important update regarding the Indian Standard applicable to all existing license holders, new applicants, manufacturers, importers, and product sellers under the Furniture (Work Chairs) (Quality Control) Order, 2025.

Overview for the BIS QCO for Furniture (Work Chairs)

The Ministry of Commerce and Industry has issued the Furniture (Quality Control) Amendment Order, 2026, which comes into effect from 2nd March, 2026.

As per this order, all work chairs must comply with Indian Standard IS 17631:2022.

All work chairs must bear the ISI Mark.

Manufacturers are required to obtain certification from the Bureau of Indian Standards (BIS) under Scheme I of Schedule II of the BIS (Conformity Assessment) Regulations, 2018.

Key Exemptions Under the Order

While the order applies broadly, certain categories are exempt:

  • 1. Export-Oriented Production
  • Products manufactured in India exclusively for export are not covered under this order.
  • 2. MSME Relaxation
  • Micro and small enterprises, as defined under the MSMED Act, 2006, are granted an exemption for 18 months from the date of publication of the order.
  • 3. Small Udyam-Registered Enterprises
  • Enterprises registered on the Udyam Portal with:
  • • Investment up to ₹25 lakh, and
  • • Turnover up to ₹2 crore
  • (As certified by a Chartered Accountant) are also exempt.

Special Provisions & Relaxations

  • 4. Import for R&D Purpose
  • Manufacturers are allowed to import up to 200 units per financial year for research and development purposes.
  • The products are not sold commercially
  • They must be scrapped after use
  • Proper records must be maintained and submitted to the government
  • 5. Clearance of Existing Stock
  • Manufacturers who have already produced or imported goods before the implementation date can sell, display, or offer such stock for up to 12 months.
  • A self-declaration must be submitted to BIS regarding the stock.
