This is an important update regarding the Indian Standard applicable to all existing license holders, new applicants, manufacturers, importers, and product sellers under the Furniture (Work Chairs) (Quality Control) Order, 2025.

Overview: BIS QCO for Furniture (Work Chairs) – IS 17631:2022

The Ministry of Commerce and Industry has issued the Furniture (Work Chairs) (Quality Control) Order, 2025, under the powers granted by the Bureau of Indian Standards Act, 2016 and related Conformity Assessment Regulations.

According to this order, all work chairs manufactured, imported, or sold in India must conform to Indian Standard IS 17631:2022 and bear the Standard Mark (ISI Mark) under a valid BIS license, granted in accordance with Scheme I of Schedule II of the BIS (Conformity Assessment) Regulations, 2018.

This ensures that every work chair available in the Indian market meets the required standards of safety, comfort, and quality as set by BIS.

Exemptions from the Order

Certain categories are exempt from immediate compliance with this QCO:

  1. Export Products:
    The order does not apply to work chairs that are manufactured solely for export purposes.

  2. Micro and Small Enterprises:
    As defined under the Micro, Small and Medium Enterprises Development Act, 2006,
    micro and small enterprises are exempt for 18 months from the date of publication of this order.

  3. Very Small Udyam-Registered Enterprises:
    Enterprises registered on the Udyam Portal of the Ministry of MSME, having

    • an investment in plant and machinery/equipment not exceeding ₹25 lakh, and

    • an annual turnover not exceeding ₹2 crore,
      are also exempt, provided this status is certified by a Chartered Accountant.

Important Notes

  • Non-Compliance:
    Any person, manufacturer, or entity violating this order will face penalties under the BIS Act, 2016.
