Here’s an important update for all existing BIS licence holders, new applicants, manufacturers, importers, and product sellers regarding the Furniture (General Purpose Chairs and Stools) (Quality Control) Order, 2025.

Overview Of the BIS QCO for Furniture (General Purpose Chairs and Stools)

The Ministry of Commerce and Industry has issued the Furniture (Quality Control) Amendment Order, 2026, which comes into effect from 2nd March, 2026.

As per this order, all furniture products covered under general-purpose chairs and stools must comply with IS 17632:2022.

All such products must carry the BIS Standard Mark (ISI Mark).

Manufacturers and importers are required to obtain a BIS license under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.

Key Exemptions Under the Order

While the order is mandatory, certain exemptions have been provided:

  • 1. Export-Oriented Production
  • Products manufactured in India only for export purposes are exempt from this requirement.
  • 2. MSME Relaxation
  • Micro and Small Enterprises (as defined under the MSME Development Act, 2006) are given a grace period of 18 months from the date of publication of the order.
  • 3. Small Udyam-Registered Units
  • Enterprises registered on the Udyam Portal with:
  • • Investment up to ₹25 lakh, and
  • • Turnover up to ₹2 crore (certified by a Chartered Accountant)
  • are also exempt from compliance during the specified period.

Special Provisions

  • 1. Import for R&D Purpose
  • Manufacturers can import up to 200 units per financial year for research and development purposes.
  • Products must not be sold commercially
  • They must be scrapped after use
  • Proper records must be maintained and shared with the government when required
  • 2. Existing Stock Clearance
  • Products manufactured or imported before the implementation date can be sold or displayed for up to 12 months.
  • A self-declaration must be submitted to BIS.
