Overview of the QCO

The Ministry of Commerce and Industry has officially notified the Furniture (General Purpose Chairs and Stools) (Quality Control) Order, 2025, under the powers conferred by the Bureau of Indian Standards Act, 2016.

According to this order, all furniture goods and articles falling under the category of “General Purpose Chairs and Stools” must comply with Indian Standard IS 17632:2022 and bear the Standard Mark (ISI Mark).

To obtain this mark, manufacturers must secure a valid BIS license as per Scheme–I of Schedule–II of the BIS (Conformity Assessment) Regulations, 2018.

Exemptions

Certain exemptions have been granted under this order:

  1. Export Goods:
    Products manufactured domestically exclusively for export are exempt from this Quality Control Order.

  2. Micro and Small Enterprises (MSMEs):
    As per the Micro, Small and Medium Enterprises Development Act, 2006, micro and small enterprises are exempt for a period of 18 months from the date of publication of this order.

  3. Enterprises Registered under Udyam Portal:
    Enterprises registered on the Udyam Portal with:

    • Investment in plant & machinery or equipment ≤ ₹25 lakh, and

    • Turnover ≤ ₹2 crore,
      as certified by a Chartered Accountant, are also exempt from the applicability of this order.

Compliance and Penalties

Any individual or entity found violating this order will face penalties under Section 29 of the Bureau of Indian Standards Act, 2016.
The Bureau of Indian Standards (BIS) will serve as the implementation and enforcement authority for this Quality Control Order.
