Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for Vinyl Chloride Monomer.
The Ministry of Chemicals and Fertilizers (Department of Chemicals and Petrochemicals) has issued an important update regarding the Vinyl Chloride Monomer (Quality Control) Amendment Order, 2025. This amendment was officially published on 11th March 2025, and it extends the implementation date of the order.
What is Vinyl Chloride Monomer
(Quality Control) Amendment Order, 2025?
The Vinyl Chloride Monomer
(Quality Control) Order was introduced to ensure that Vinyl Chloride
Monomer (VCM)—a key raw material in the production of polyvinyl chloride (PVC),
widely used in construction, automotive, and packaging industries—meets strict
quality standards. This regulation helps maintain product safety, environmental
protection, and overall industry standards.
Originally, the Vinyl Chloride Monomer (Quality Control) Order was scheduled to take effect 180 days after its publication in the Official Gazette. However, with the new amendment issued on 11th March 2025, the implementation date has been extended to 12th September 2025.
Why the Extension?
The government has extended the
timeline to allow manufacturers and industries enough time to comply with the
new quality standards. This ensures a smooth transition, preventing any
disruptions in the supply chain while maintaining the objective of enforcing
quality control.
Mandatory Standard Mark
Under this order, Vinyl Chloride
Monomer must conform to the Indian Standard IS 17442:2020. This means
that manufacturers must ensure their products meet these specific quality
benchmarks.
To confirm compliance, all Vinyl Chloride Monomer products must carry the Standard Mark issued by the Bureau of Indian Standards (BIS). This certification guarantees that the product meets the prescribed quality requirements.
What Happens if Someone Fails to
Comply?
The Bureau of Indian Standards
(BIS) will act as the certification and enforcement authority to
ensure that Vinyl Chloride Monomer products meet the necessary standards.
Non-compliance with this order can lead to penalties under the Bureau of Indian Standards Act, 2016. This ensures that quality standards are strictly followed, benefiting both consumers and industries.
Conclusion
The extension of the implementation date for the Vinyl Chloride Monomer (Quality Control) Order, 2025 to 12th September 2025 provides industries additional time to adjust and comply with the new regulations. The goal remains the same: ensuring high-quality Vinyl Chloride Monomer production and usage in India.
This update is crucial for manufacturers, suppliers, and stakeholders in the chemical and plastic industries. Staying informed and preparing for compliance in advance will help businesses avoid any legal consequences and contribute to a higher standard of chemical products in the market.
