Dear Viewer,

BIS QCO for Acid Oil

The Ministry of Chemicals and Fertilizers, through the Department of Chemicals and Petrochemicals, has taken a significant step towards ensuring the quality and safety of industrial chemicals in India. On 25th April 2025, the government notified the Palm Fatty Acids (Quality Control) Amendment Order, 2025, further strengthening the framework originally laid out in the Palm Fatty Acids (Quality Control) Order, 2022.

This amendment has been issued under the powers conferred by Section 16 of the Bureau of Indian Standards (BIS) Act, 2016, and comes into effect on October 24, 2025. The core objective is to enhance consumer safety, promote product quality, and regulate the import, sale, and manufacture of Palm Fatty Acids in the domestic market.

Scope and Applicability

The latest amendment clarifies that:

  • The order applies exclusively to Palm Fatty Acids as specified in the schedule.
  • Products meant solely for export are exempted from the provisions of this order.

Mandatory BIS Certification

As per the order:

  • All Palm Fatty Acids products must conform to Indian Standard IS 12067:1987.
  • These products must bear the Standard Mark (ISI Mark) under a valid licence granted by the Bureau of Indian Standards (BIS).
  • The certification must follow Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.

Enforcement and Penalty

The Bureau of Indian Standards has been designated as the certifying and enforcement authority for Palm Fatty Acids under this regulation.

Any individual or business entity that fails to comply with the provisions of this order shall face penalties as per the BIS Act, 2016. This includes consequences for manufacturing, selling, distributing, or importing Palm Fatty Acids without the necessary BIS certification.

Industry Impact and Compliance Roadmap

This amendment is part of the government's broader agenda to standardize chemical products and ensure safer industrial practices. Manufacturers, importers, and suppliers dealing with Palm Fatty Acids must now:

  • Obtain the BIS licence before 24th October 2025.
  • Ensure their production processes align with IS 12067:1987.
  • Undergo product testing and inspection from BIS-recognized labs and follow prescribed application protocols under Scheme I.

Conclusion

The Palm Fatty Acids (Quality Control) Amendment Order, 2025, reinforces India's commitment to quality assurance and public health. Timely compliance will not only protect manufacturers from legal repercussions but also boost consumer confidence and open access to regulated markets.
