Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for High-Density Polyethylene (HDPE) / Polypropylene (PP) Woven Sacks for Packaging of 50 kg Cement.

On December 6, 2023, the Ministry of Chemicals and Fertilizers, through the Department of Chemicals and Petrochemicals, issued the Textiles — High Density Polyethylene (HDPE)/ Polypropylene (PP) Woven Sacks for Packaging of 50 kg Cement (Quality Control) Order, 2023. The initial implementation date for this order was set for June 6, 2024. However, the Ministry later issued two amendments that extended the deadline to December 6, 2024.

Key Provisions of the Textiles — High Density Polyethylene (HDPE)/ Polypropylene (PP) Woven Sacks for Packaging of 50 kg Cement (Quality Control) Order, 2023 

1. Title and Effective Date 

This order is officially called the Textiles — High Density Polyethylene (HDPE)/ Polypropylene (PP) Woven Sacks for Packaging of 50 kg Cement (Quality Control) Order, 2023. The order was initially set to be enforced 180 days after its publication in the Official Gazette. After amendments, the final enforcement date is December 6, 2024. 

2. Scope of Application 

This order applies to specific goods listed in the schedule of the order, particularly HDPE/PP woven sacks used for packaging 50 kg of cement. However, it does not apply to goods intended for export. 

3. Mandatory BIS Certification 

All HDPE/PP woven sacks used for 50 kg cement packaging must meet Indian Standard IS 11652:2017. These sacks must carry the BIS Standard Mark (ISI Mark), indicating they meet the required quality and safety standards. 

   • Manufacturers must have a license from the Bureau of Indian Standards (BIS) to use the ISI Mark. 

4. BIS as Certifying and Enforcing Authority 

The Bureau of Indian Standards (BIS) is the designated authority responsible for certifying and ensuring compliance with this order for HDPE/PP woven sacks used for cement packaging.

The goal of this regulation is to ensure high-quality packaging standards for cement, protecting the interests of consumers and maintaining industry benchmarks.
