The Ministry of Chemicals and Fertilizers has issued Textiles—High Density Polyethylene (HDPE) /Polypropylene (PP) Woven Sacks for Packaging of 50 kg Cement (Quality Control) Order, 2023 which mandates BIS certification for HDPE / PP Woven Sacks for Packaging of 50 kg Cement as per IS 9755:2021.

High Density Polyethylene (HDPE)/Polypropylene (PP) Woven Sacks for Packaging of 50 kg Cement (Quality Control) Amendment Order, 2025

The Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade) has issued the Textiles — High Density Polyethylene (HDPE)/Polypropylene (PP) Woven Sacks for Packaging of 50 kg Cement (Quality Control) Amendment Order, 2025 on 1st June 2025. This amendment modifies the original QCO issued on 6th December 2023, which mandates BIS certification for HDPE/PP woven sacks used for cement packaging.

 The QCO will now come into force on 6th September 2025.

Overview of the 2023 Order:

 Scope: Applies to HDPE/PP woven sacks used for packaging 50 kg cement Comply with the Indian standard IS 11652 : 2017

Mandatory Certification: Products must conform to the applicable Indian Standard and carry the Standard Mark under the BIS Scheme-I

 Exemptions: Goods manufactured for export are not covered

 Enforcement Authority: Bureau of Indian Standards (BIS)

This extension offers manufacturers additional time to comply with quality standards while ensuring the packaging materials used in the cement industry meet uniform safety and performance benchmarks.

BIS as Certifying and Enforcing Authority

The Bureau of Indian Standards (BIS) is the designated authority responsible for certifying and ensuring compliance with this order for HDPE/PP woven sacks used for cement packaging. The goal of this regulation is to ensure high-quality packaging standards for cement, protecting the interests of consumers and maintaining industry benchmarks.
