Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for Polypropylene (PP)/ High Density Polyethylene (HDPE) Laminated Woven Sacks for Mail Sorting, Storage, Transport and Distribution.

On December 6, 2023, the Ministry of Chemicals and Fertilizers, through the Department of Chemicals and Petrochemicals, issued the Textiles — Polypropylene (PP)/High Density Polyethylene (HDPE) Laminated Woven Sacks for Mail Sorting, Storage, Transport, and Distribution (Quality Control) Order, 2023. The order was initially set to take effect on June 6, 2024, but two Amendment Orders were later issued, pushing the implementation date to December 6, 2024. 

Key Provisions of the Textiles — Polypropylene (PP)/High Density Polyethylene (HDPE) Laminated Woven Sacks for Mail Sorting, Storage, Transport, and Distribution (Quality Control) Order, 2023 

1. Title and Implementation Date 

The order is officially titled the Textiles — Polypropylene (PP)/High Density Polyethylene (HDPE) Laminated Woven Sacks for Mail Sorting, Storage, Transport, and Distribution (Quality Control) Order, 2023. It will come into effect 180 days after its publication in the Official Gazette, with the updated implementation date now set to December 6, 2024. 

2. Scope of Application 

The order applies to PP/HDPE laminated woven sacks designed for use in mail sorting, storage, transport, and distribution. It does not apply to goods specifically meant for export. 

3. Mandatory BIS Certification 

All PP/HDPE laminated woven sacks for mail-related use must adhere to Indian Standard IS 17399:2020. These sacks must bear the BIS Standard Mark (ISI Mark), indicating compliance with quality and safety standards. 

   • Manufacturers are required to obtain a license from the Bureau of Indian Standards (BIS) to use the ISI Mark. 

4. BIS as Certifying and Enforcing Authority 

   The Bureau of Indian Standards (BIS) will serve as the certifying and enforcement authority for the specified woven sacks under this order.

This regulation is aimed at ensuring that the materials used for mail handling and distribution meet strict quality criteria, enhancing durability, safety, and reliability in postal operations.
