BIS Quality Control Order For Beds

Overview BIS QCO for Furniture (Beds)

The Ministry of Commerce and Industry has issued the Furniture (Quality Control) Amendment Order, 2026, which comes into effect from 2nd March, 2026.

As per this order, all furniture items classified as beds must comply with Indian Standard IS 17635:2022.

Additionally, these products must bear the ISI Mark, which can only be obtained by securing a licence from the Bureau of Indian Standards under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.

Key Exemptions

While the order is mandatory, certain categories are exempted under specific conditions:

• Export-Oriented Production
• Goods manufactured in India exclusively for export are not covered under this order.
• Micro and Small Enterprises (MSEs)
• Enterprises classified under the MSME Development Act, 2006 are granted an 18-month relaxation period from the date of publication of the order.
• Small Udyam-Registered Units
• Businesses registered on the Udyam Portal with:
• Investment up to ₹25 lakh, and
• Turnover up to ₹2 crore (certified by a Chartered Accountant)
• are also exempted for a specified period.

Special Provisions

• Imports for Research & Development (R&D)
• Manufacturers (either BIS-certified or applicants) can import up to 200 units per financial year for R&D purposes.
• Conditions:
• These products cannot be sold commercially
• Must be scrapped after use
• Proper records must be maintained and submitted to the government when required
