The Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade) has issued the Textiles — Polypropylene (PP) Woven, Laminated, Block Bottom Valve Sacks for Packaging of 50 kg Cement (Quality Control) Amendment Order, 2025 on 1st June 2025. This amendment modifies the original QCO issued on 6th December 2023, which mandates BIS certification for HDPE/PP woven sacks used for cement packaging.

● Scope: Applies to Polypropylene (PP) Woven, Laminated, Block Bottom Valve Sacks for Packaging of 50 kg Cement Comply with the Indian standard IS 16709: 2017

●Mandatory Certification: Products must conform to the applicable Indian Standard and carry the Standard Mark under the BIS Scheme-I

● Exemptions: Goods manufactured for export are not covered

● Enforcement Authority: Bureau of Indian Standards (BIS)

This extension offers manufacturers additional time to comply with quality standards while ensuring the packaging materials used in the cement industry meet uniform safety and performance benchmarks.
