Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for Poly Aluminium Chloride.
On August 5, 2019, the Ministry of Chemicals and Fertilizers, through its Department of Chemicals and Petrochemicals, issued the Poly Aluminium Chloride (Quality Control) Order, 2019. This regulation aims to enforce stringent quality standards for Poly Aluminium Chloride, prioritizing consumer safety and product reliability.

This regulation is officially titled the Poly Aluminium Chloride (Quality Control) Order, 2019, with the following timeline for compliance:
- The order will be effective 181 days after its publication in the Official Gazette, on February 2, 2020.
2. Adherence to Standards and Use of the BIS Standard Mark
Under this order, Poly Aluminium Chloride must comply with Indian Standard IS 15573:2018 and must display the BIS Standard Mark (ISI Mark) to confirm conformity:
- Manufacturers must hold a valid license from the Bureau of Indian Standards (BIS) under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018, certifying that their products meet the specified standards.
- This requirement is applicable to Poly Aluminium Chloride intended for the domestic market. However, products manufactured specifically for export are exempt, provided they meet the specifications set by the foreign buyer.
3. BIS as the Certifying and Enforcing Authority
The Bureau of Indian Standards (BIS) is the primary certifying and enforcement authority for this order, ensuring that Poly Aluminium Chloride products in the market conform to the required standards. Additionally, the District Industries Centre in the Department of Industries of the State Government will act as an auxiliary enforcement authority.
4. Penalties for Non-Compliance
Non-compliance with the Poly Aluminium Chloride (Quality Control) Order, 2019 will result in penalties as specified in the Bureau of Indian Standards Act, 2016. These penalties are intended to maintain strict adherence to quality standards, ensuring safety and discouraging non-compliance.
