The Ministry of Commerce and Industry, through the Department for Promotion of Industry and Internal Trade (DPIIT), issued the Wood Based Boards (Quality Control) Order, 2023, on 10th August, 2023, to mandate conformity of specified goods to Indian Standards. To provide additional time for manufacturers to comply, the Ministry issued the Wood Based Boards (Quality Control) Order, 2024, on 12th March, 2024, which revises the implementation timelines.
1. Short Title and Commencement
1.1. This Order may be called the Wood Based Boards (Quality Control) Order, 2024.
1.2. It shall come into force on the following dates:
- For Medium and Large Enterprises: 11th February, 2025.
- For Small Enterprises: 11th May, 2025.
- For Micro Enterprises: 11th August, 2025.
2. Compulsory Use of Standard Mark
2.1. Goods or articles Particle boards of wood and other lignocellulosic materials (medium density) for general purpose shall conform to the corresponding Indian Standard IS 3087:2005.
2.2. These goods shall bear the Standard Mark (ISI Mark) under a license from the Bureau of Indian Standards (BIS) as per Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.
2.3. Exceptions:
- This Order does not apply to goods or articles manufactured domestically for export purposes.
3. Certification and Enforcement Authority
The Bureau of Indian Standards (BIS) shall be the certifying and enforcing authority for the goods or articles Particle boards of wood and other lignocellulosic materials (medium density) for general purpose.
4. Penalty for Contravention
Non-compliance with the provisions of this Order shall be subject to penalties as per the Bureau of Indian Standards Act, 2016 (11 of 2016).
