BIS QCO for the Morpholine

The Ministry of Chemicals and Fertilizers, through its Department of Chemicals and Petrochemicals, issued theMorpholine (Quality Control) Order, 2020on June 16, 2020. Several amendments have extended the implementation date from February 5, 2021, to May 1, 2025.

This Order is issued under the authority of the Bureau of Indian Standards Act, 2016, to ensure the quality and standardization of Morpholine in the public interest.

Key Provisions of the Morpholine (Quality Control) Order, 2020

1. Title, Application, and Effective Date

• This Order is officially known as theMorpholine (Quality Control) Order, 2020.
• It will come into effect 181 days after its publication in the Official Gazette, with the latest enforcement date set as May 1, 2025, following several amendments.
• The Order applies to all Morpholine products, except for those intended specifically for export.

2. Conformity to Standards and Compulsory Use of Standard Mark

• All Morpholine goods or articles must comply with the Indian Standard IS 12084:2018.
• Such products must bear the BIS Standard Mark (ISI Mark) under a valid license issued by the Bureau of Indian Standards (BIS), following Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.
• The mandatory requirement for the Standard Mark does not apply to products intended for export, which must adhere to the specifications of the importing country.

3. Certification and Enforcement Authority

• TheBureau of Indian Standards (BIS)is the designated certifying and enforcing authority for Morpholine. The Bureau is responsible for ensuring compliance with the specifications outlined in this Order.

4. Penalties for Non-Compliance

• Any individual or entity that fails to comply with the provisions of this Order will face penalties under the Bureau of Indian Standards Act, 2016. These penalties aim to ensure adherence to the quality standards set forth in this regulation.

This regulatory measure is designed to uphold the safety, reliability, and quality of Morpholine products available in the domestic market while allowing flexibility for international trade.
