1. Title and Implementation Date

This order is officially titled the Textiles — High Density Polyethylene (HDPE) Polypropylene (PP) Woven Sacks for Packaging of 25 kg Polymer Materials (Quality Control) Order, 2023. It will come into effect 180 days after its publication in the Official Gazette.

2. Scope of Application

The order applies specifically to HDPE and PP woven sacks designed for packaging 25 kg of polymer materials. It does not apply to goods intended solely for export.

3. Mandatory BIS Certification

All HDPE and PP woven sacks for packaging polymer materials must meet the requirements of Indian Standard IS 16703:2017. These sacks must bear the BIS Standard Mark (ISI Mark), signifying compliance with the specified quality standards.

• Manufacturers need to obtain a license from the Bureau of Indian Standards (BIS) to use the ISI Mark.

4. BIS as Certifying and Enforcing Authority

The Bureau of Indian Standards (BIS) is designated as the certifying and enforcement authority for the specified woven sacks under this order.

This order is intended to ensure that packaging materials used for polymer products in India meet strict quality standards, enhancing consumer safety and maintaining consistency in the industry.
