Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for High-Density Polyethylene (HDPE) / Polypropylene (PP) Woven Sacks for Packaging Fertilizers.

On December 6, 2023, the Ministry of Chemicals and Fertilizers (Department of Chemicals and Petrochemicals) issued an order called the "Textiles—High Density Polyethylene (HDPE) / Polypropylene (PP) Woven Sacks for Packaging Fertilizers (Quality Control) Order, 2023." This order was meant to ensure that HDPE and PP woven sacks used for packaging fertilizers meet specific quality standards. Originally, the order was set to be implemented on June 6, 2024, which was 180 days after its publication in the Official Gazette.
However, just before the initial implementation date, the Ministry released an amendment on June 4, 2024, called the "Textiles—High Density Polyethylene (HDPE) / Polypropylene (PP) Woven Sacks for Packaging Fertilizers (Quality Control) Amendment Order, 2024." This amendment pushed the enforcement date from June 6, 2024, to September 6, 2024, giving manufacturers an additional three months to comply.
Key Details of the Order:
1. Short Title and Commencement: The order is officially named "Textiles—High Density Polyethylene (HDPE) / Polypropylene (PP) Woven Sacks for Packaging Fertilizers (Quality Control) Order, 2023," and it initially came into effect 180 days after publication.
2. Application: This order applies to HDPE/PP woven sacks used for packaging fertilizers, except for those meant for export.
3. Conformity to Standards: The HDPE/PP woven sacks must comply with the Indian Standard IS 9755:2021 and carry the BIS (Bureau of Indian Standards) Standard Mark, obtained through a license under Scheme-I of Schedule-II of the BIS Conformity Assessment Regulations, 2018.
4. Certifying Authority: The Bureau of Indian Standards (BIS) is the authorized body responsible for certifying and enforcing compliance for these products.
This move aims to ensure that the packaging materials used for fertilizers meet the necessary quality standards to protect consumers and maintain product integrity. The extension in the implementation date allows manufacturers additional time to adjust to the requirements and obtain the necessary BIS certification.
