Here’s an important update regarding the applicable Indian Standards for all existing licence holders, new applicants, manufacturers, importers, and sellers dealing with Laboratory Glassware (Glass Beakers) under the latest Quality Control Order (QCO).
Overview – BIS QCO for Laboratory Glassware (Glass Beakers)
The Ministry of Commerce and Industry has introduced the Laboratory Glassware (Quality Control) Order, 2023, along with its latest amendment in 2024. This order aims to ensure the quality, safety, and reliability of laboratory glassware products available in the Indian market.
As per the notification, the order will come into force six months from the date of its publication in the Official Gazette.
Under this regulation, all glass beakers must comply with the Indian Standard IS 2619:2018, which specifies the requirements for laboratory glass beakers.
Additionally, manufacturers are required to obtain the ISI Mark certification from the Bureau of Indian Standards (BIS) under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 before selling these products in India.
Exemptions Under the Order
- Products manufactured exclusively for export are not covered under this order.
- Micro and Small Enterprises (MSMEs) are given relaxation in implementation timelines:
- Small Enterprises: Compliance required within 9 months
- Micro Enterprises: Compliance required within 12 months
- Additional relief is provided for certain small-scale units:
- Units registered on the Udyam Portal with:
- Investment up to ₹25 lakh
- Turnover up to ₹2 crore
- These units are exempted for up to 2 years from the date of implementation
- Units registered on the Udyam Portal with:
- Import exemption for R&D purposes:
- Up to 200 units per year can be imported by manufacturers for research and development
- These products must not be sold commercially
- Proper yearly records must be maintained and submitted to the government

Implementation & Compliance
Certification Authority: Bureau of Indian Standards (Govt. of India)
Effective Date: 10th June, 2025
The Bureau of Indian Standards (BIS) will act as the nodal authority for certification and enforcement. Regular market surveillance will also be conducted to ensure that only compliant products with the Standard Mark are available in the market.
Important Note
Non-compliance with this Quality Control Order may lead to penalties under the provisions of the Bureau of Indian Standards Act, 2016.
All stakeholders are strongly advised to take timely steps to ensure compliance and avoid penalties, legal complications, or business disruptions.
