Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for Electrical Kitchen Appliances - Toasters, Grills, Roasters and Similar Appliances.
On March 5, 2024, the Ministry of Commerce and Industry, through the Department for Promotion of Industry and Internal Trade (DPIIT), issued the Electrical Appliances for Kitchen (Quality Control) Order, 2023. This order mandates that all electrical kitchen appliances, such as toasters, grills, roasters and similar appliances, produced, imported, or sold in India, adhere to stringent quality standards to enhance consumer safety and meet Indian regulatory requirements.
If you are involved in the production, sale, or import of these kitchen appliances, this order will significantly impact your operations. This regulation, implemented in the public interest, was introduced under the Bureau of Indian Standards (BIS) Act, 2016, following consultation with the BIS.
Key Provisions of the Electrical Appliances for Kitchen (Quality Control) Order, 2023
1. Title and Implementation Timeline
Officially titled
the Electrical Appliances for Kitchen (Quality Control) Order, 2023,
this regulation will take effect six months after its publication in the
Official Gazette (September 5, 2024).

Medium and
large enterprises must
adhere to the standards within six months of publication (September 5, 2024).
·
For micro
enterprises, the compliance deadline is twelve months from the date of
publication (December 5, 2024).
· For small enterprises, compliance is required within nine months (March 5, 2025).
2. Mandatory BIS Certification
All electrical kitchen appliances, including toasters,
grills, roasters and similar appliances, must comply with Indian Standard IS
302 (Part 2/Sec 9): 2009 and bear the BIS Standard Mark (ISI Mark). This
mark signifies that products meet essential quality and safety standards.

Manufacturers
must obtain a license from BIS to use the ISI Mark.
· Exemptions apply to items manufactured exclusively for export and components integrated into finished products or sub-assemblies destined for international markets.
3. Exemptions
Certain exceptions are outlined in the order:
Micro, Small, and Medium Enterprises (MSMEs) that fulfill the investment and turnover criteria listed on the Udyam portal are exempt from this order.
4. BIS as Certifying Authority
The Bureau of Indian Standards (BIS) is the designated certifying and enforcement authority, responsible for ensuring that manufacturers, sellers, and importers comply with the standards specified in this order.
5. Penalties for Non-Compliance
Any violations of the provisions outlined in this order will incur penalties as per the BIS Act, 2016. This regulation upholds product quality standards and safeguards consumer safety by requiring compliance with recognized quality benchmarks.
This regulation represents a significant move toward improving the quality of electrical kitchen appliances in India, promoting consumer safety, and ensuring that products meet established standards for reliability and performance.
Implementation Dates: Date of implementation for Medium & Large Enterprises: 5th September 2024.
Date of implementation for Micro Enterprises: 5th December 2024.
Date of implementation for Small Enterprises: 5th March 2025.
