The Government of India issues this Quality Control Order to ensure safety, reliability, and standardization of Safety of household and similar electrical appliances – particular requirements – appliances for skin or hair care across the country.

Overview
The Ministry of Commerce and Industry has issued the Electrical Appliances for Skin or Hair Care (Quality Control) Order, 2023 through Gazette Notification S.O. 1125(E) dated 5th March, 2024. This Order will come into force 12 months from the publication of this notification in the Official Gazette.
As per this Order, all Electrical Appliances for Skin and Hair Care must comply with Indian Standard 302 (Part 2/Sec 23): 2009. The products must also carry the Standard Mark as per the standard requirements. Manufacturers must obtain the BIS Licence under Scheme-I of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018 to use the ISI mark on the products.

Purpose of the QCO
The main purpose of the Electrical Appliances for Skin or Hair Care (Quality Control) Order, 2023 is to ensure that these appliances meet the required quality and safety standards. The QCO has been introduced to -
- Ensure compliance with Indian Standard 302 (Part 2/Sec 23): 2009
- Improve the quality and safety of skin and hair care appliances
- Prevent the sale of substandard and unsafe products
- Make the Standard Mark mandatory
- Promote compliance with BIS standards
Mandatory BIS Certification Requirement
Under this Order, Electrical Appliances for Skin and Hair Care must comply with Indian Standard 302 (Part 2/Sec 23): 2009.
The products must carry the Standard Mark, and manufacturers must obtain a BIS Licence under Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
Key Exemptions
The Electrical Appliances for Skin or Hair Care QCO does not apply to electrical appliances manufactured domestically for export.
