The Government of India issues this Quality Control Order to ensure safety, reliability, and standardization of Electrical Appliance for Commercial Dispensing and Vending across the country.
Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for Electrical Appliance for Commercial Dispensing and Vending.

Existing license holders and new applicants
The Ministry of Commerce and Industry has issued the Electrical Appliance for Commercial Dispensing and Vending (Quality Control) Order, 2025. This order comes into force from October 1, 2025.
As per this order, all electrical appliances designed for commercial dispensing and vending must meet the Indian Standard 302 (Part 2 or Sec 75): 2018. The product must have the BIS Standard Mark as per the marking requirements. Manufacturers must obtain the BIS Licence under Scheme-I of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
However, the Order does not apply to goods or articles manufactured domestically for the export purpose.
Micro and small enterprises, as defined under the Micro, Small and Medium Enterprises Development Act of 2006 (Act No. 27 of 2006), must meet the applicable IS requirements as per the following implementation date:

The main purpose of the Electrical Appliances for Commercial Dispensing and Vending (Quality Control) Order, 2025 is to ensure electrical appliances meet the safety requirements as per the Indian standards.
Under this order, it is mandatory for manufacturers to obtain BIS certification before selling or distributing electrical appliances used for Commercial Dispensing and Vending. The products must comply with IS 302 (Part 2/Sec 75): 2018 and must carry the ISI Mark issued by BIS.
In case of non-compliance with this order, entities or individuals may face penalties under the Bureau of Indian Standards Act, 2016.
The Bureau of Indian Standards will be responsible for certifying and enforcing the requirements for these products.
This order also allows manufacturers of electrical appliances for commercial dispensing and vending to import up to 50 goods or articles yearly for research and development purposes.
These goods cannot be sold commercially and can only be disposed of as scrap after use.
Manufacturers are required to maintain yearly records of these goods and must submit them to the government officials when required.
