Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for Electrical Appliance Fans.
On March 5, 2024, the Ministry of Commerce and Industry, through the Department for Promotion of Industry and Internal Trade (DPIIT), issued the Electrical Appliance Fans (Quality Control) Order, 2023. This order mandates that all electrical appliance fans sold, manufactured, or imported into India meet stringent quality standards, thus enhancing consumer safety and maintaining product reliability in alignment with Indian regulations.

Issued in the public interest, this regulation is enforced under the Bureau of Indian Standards (BIS) Act, 2016, after consultation with BIS, emphasizing the government’s commitment to quality control.
Key Provisions of the Electrical Appliance Fans (Quality Control) Order, 2023
1. Title and Implementation Timeline
This regulation is officially titled the Electrical
Appliance Fans (Quality Control) Order, 2023, and it will come into force six
months after its publication in the Official Gazette.

For micro
enterprises, the compliance deadline is twelve months from publication (5th
March 2025).
·
Small
enterprises have a
nine-month compliance deadline (5th December 2025).
· Medium and large enterprises must comply within six months of publication (5th September 2024).
2. Mandatory BIS Certification
All electrical appliance fans must conform to Indian
Standard IS 302 (Part 2/Sec 80): 2017, which defines safety and quality
requirements. Each fan must bear the BIS Standard Mark (ISI Mark), which
certifies adherence to these standards.

Manufacturers
must obtain a BIS license to display the ISI Mark.
· This regulation does not apply to products solely manufactured for export.
3. Exemptions
Certain
exemptions apply under this order:

Micro,
Small, and Medium Enterprises (MSMEs) that meet specific criteria as defined
under the Micro, Small, and Medium Enterprises Development Act, 2006, may have
different compliance timelines.
· Products intended exclusively for export are not subject to this regulation.
4. BIS as Certifying Authority
The Bureau of Indian Standards (BIS) is the designated certifying and enforcing authority, ensuring that manufacturers, sellers, and importers meet the standards outlined in this order.
5. Penalties for Non-Compliance
Any violation of this order’s provisions will result in penalties as per the BIS Act, 2016. This regulation is a critical measure to uphold the quality and safety of electrical fans, ensuring consumers receive reliable and compliant products.
