BIS QCO for Aniline
The Ministry of Chemicals and Fertilizers, through its Department of Chemicals and Petrochemicals, issued the Aniline (Quality Control) Order, 2019. This regulation aims to establish strict quality standards for Aniline, ensuring product safety and reliability. Following several amendments, the implementation date has been extended to August 3, 2025.

1. Title and Implementation
Timeline
This regulation is formally known
as the Aniline (Quality Control) Order, 2019, and includes the following
timeline for compliance:
- The order was originally scheduled to
come into effect 181 days after its publication in the Official Gazette,
on February 5, 2020.
- However, several amendments have extended the final implementation date to August 3, 2025.
2. Adherence to Standards and Use
of the BIS Standard Mark
Under this order, Aniline must
conform to Indian Standard IS 2833:1973 and must display the BIS Standard Mark
(ISI Mark) to ensure compliance:
- Manufacturers are required to obtain a
valid license from the Bureau of Indian Standards (BIS) under Scheme-I of
Schedule-II of the BIS (Conformity Assessment) Regulations, 2018,
certifying that their products meet the specified standards.
- This requirement applies to Aniline intended for the domestic market. However, products manufactured exclusively for export are exempt if they conform to the specifications of the importing country.
3. BIS as the Certifying and
Enforcement Authority
The Bureau of Indian Standards (BIS) is the principal certifying and enforcement authority under this order, ensuring that Aniline products in the market conform to the required standards. Additionally, the District Industries Centre in the Department of Industries of the State Government will assist as an enforcement authority to maintain compliance.
4. Penalties for Non-Compliance
Non-compliance with the Aniline (Quality Control) Order, 2019 will result in penalties as detailed in the Bureau of Indian Standards Act, 2016. These penalties are designed to enforce strict quality adherence, protecting consumers and ensuring that regulatory standards are met.
This regulation is a crucial step towards ensuring the safety and consistency of Aniline used across various industries in India. By enforcing unified standards, the order enhances consumer confidence and encourages manufacturers to maintain superior production practices.
