CPCB Notification on Labelling of Plastic Packaging

The Central Pollution Control Board (CPCB), under the Ministry of Environment, Forest and Climate Change, has issued an important notification for producers, importers, and brand owners (PIBOs) regarding the mandatory labelling requirements for plastic packaging. These changes have been made under the Plastic Waste Management (Amendment) Rules, 2016, and will come into full effect from 1st July 2025.

As per Rule 11(1) of the Plastic Waste Management Rules:

All plastic packaging materials must carry specific printed information to enhance traceability and promote effective waste management.

What Information Must Be Printed?

The required information varies based on the type of plastic packaging:

1. Rigid Plastic Packaging (from 1st July 2024)

Must print:

2. Multilayer Flexible Plastic Packaging

(Such as pouches/sachets with multiple plastic layers)

3. Single-layer Flexible Plastic Packaging

(Sachets, plastic sheets, carry bags)

4. Compostable Plastic Packaging (from 1st Jan 2025)

5. Biodegradable Plastic Packaging

New Labelling Options (Effective from 1st July 2025)

As per Rule 11(1A), PIBOs can choose alternative ways to provide the above information:

Option 1: Barcode

Print a barcode on the packaging containing the required details

Option 2: QR Code

Print a QR code linking to the product information

Option 3: Product Information Brochure

Provide printed details in the product brochure

Option 4: Unique Number

Print a unique number (issued under any legal framework) on the packaging

Note: At least one of these options must be selected and shared with the CPCB via the EPR portal in the Annexure-I format. Multiple options can also be used.

3. Submit the declaration (Annexure-I) on the EPR portal once the feature is made available.
   
   
4. Keep soft copies of the label or brochure ready for submission.

Deadline to Comply

All stakeholders must comply with these labeling rules by July 1, 2025. Non-compliance may lead to regulatory action by the CPCB.
