Here’s an important update for all existing license holders, new applicants, manufacturers, importers, and product sellers regarding the Steel and Steel Products (Steel for the manufacture of laminated springs (railway rolling stock) Part 2: Rib and Groove Sections – Specification) (Quality Control) Order, 2024.

BIS QCO for the Steel and Steel Products (Steel for the manufacture of laminated springs (railway rolling stock) Part 2: Rib and Groove Sections – Specification)

The Ministry of Steel has announced the Steel and Steel Products (Quality Control) Order, 2024 under the powers given by the Bureau of Indian Standards (BIS) Act, 2016.
This new Order replaces the earlier 2020 QCO and became effective from 5th February 2024, the date it was published in the Official Gazette.
However, any work already initiated under the previous Order will continue to remain valid.

Scope and Applicability

This QCO applies to Steel used in the manufacture of laminated springs for railway rolling stock – Part 2: Rib and Groove Sections.
All such products must now strictly follow the Indian Standard IS 3885 (Part 2): 1992.

From the implementation date, every product under this category must:
Carry the Standard Mark (ISI Mark) under a valid BIS License, as per Scheme–I of Schedule–II of the BIS (Conformity Assessment) Regulations, 2018.
Be accompanied by a Test Certificate issued by a BIS-certified manufacturer.

Export Exemption

Products that are manufactured only for export purposes are exempted from this requirement, provided they meet the foreign buyer’s specifications.

Authority and Compliance

The Bureau of Indian Standards (BIS) is the designated certifying and enforcing authority for this Order.
Failure to comply with any provision of this Order may lead to penalties under Section 29 of the BIS Act, 2016.

Any future changes or amendments made by BIS to the mentioned Indian Standard will automatically apply to this Order from the date of their publication.
