The Government of India has proposed the Bearings (Quality Control) Order, 2025, to ensure the safety, reliability, and standardization of Ring Type Needle Bearings across the country.

Overview
The Ministry of Commerce and Industry has issued the draft order. This Order shall be called the Bearings (Quality Control) Order, 2025. This Order will come into force on the date of its publication in the Official Gazette.
Under this Order, Ring Type Needle Bearings must conform to IS 4215:1983. The product must have the BIS Standard Mark as per the marking requirements. Manufacturers must obtain the BIS Licence under Scheme-I of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
Implementation Dates Under QCO
Micro enterprises and small enterprises, as defined under the Micro, Small, and Medium Enterprises Development Act, 2006 (27 of 2006), shall comply with the specified Indian Standards from the date mentioned below -

Key Requirements Under the QCO
The main purpose of the Bearings (Quality Control) Order, 2025 is to ensure that Ring Type Needle Bearings are manufactured with consistent quality and meet the standard requirements. The QCO aims to -
- Products must comply with the requirements of IS 4215:1983.
- Manufacturers must obtain a valid BIS licence before selling the product in India.
- Certified products must bear the BIS Standard Mark (ISI Mark).
- BIS shall act as the certification and enforcement authority.
- Non-compliance may attract penalties under the provisions of the Bureau of Indian Standards Act, 2016.
Mandatory BIS Certification Requirement
Under the proposed Order, manufacturers of Ring Type Needle Bearings must obtain BIS certification before selling or distributing the products in India.
The products must comply with the requirements of IS 4215:1983 and must bear the BIS Standard Mark (ISI Mark) under the applicable BIS certification scheme.
Certification and Enforcement Authority
The Bureau of Indian Standards (BIS) shall act as the certification and enforcement authority for Ring Type Needle Bearings covered under this QCO.
Penalty for Non-Compliance
Any person who violates the provisions of this Quality Control Order shall be liable for action under the provisions of the Bureau of Indian Standards Act, 2016.
Key Exemptions
1. Research and Development Imports
The Order provides an exemption for manufacturers of bearings importing up to 200 numbers of goods or articles per year for research and development purposes. The imported bearings -
- Must be imported for research and development purposes
- Must not be sold commercially
- May be disposed of as scrap after use
- Must be maintained in a year-wise record
- The manufacturer must furnish the records to the Central Government when required
2. Goods Manufactured in India for Export
The Bearings (Quality Control) Order does not apply to goods or articles manufactured domestically for export.
