Important update regarding the Indian Standard applicable to all existing licence holders, new applicants, manufacturers, importers, distributors, and sellers of Hand-Operated Universal Gearless Pulling and Lifting Machines.
Hand-Operated Universal Gearless Pulling and Lifting Machine QCO Overview
The Ministry of Commerce and Industry, Department for Promotion of Industry and Internal Trade (DPIIT), Government of India, has issued the draft Chain Pulley Block, Ratchet Lever Hoist and Universal Gearless Pulling and Lifting Machine (Quality Control) Order, 2025.
Under this notification, Hand-Operated Universal Gearless Pulling and Lifting Machines covered under IS 5604:1984 have been brought under mandatory BIS certification requirements.
As per the notification, manufacturers of Hand-Operated Universal Gearless Pulling and Lifting Machines shall ensure that their products conform to the specified Indian Standard and bear the Standard Mark (ISI Mark) under a valid BIS licence granted in accordance with Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.
What is IS 5604:1984?
IS 5604:1984 is the Indian Standard for Hand-Operated Universal Gearless Pulling and Lifting Machines. The standard specifies the requirements relating to design, construction, dimensions, materials, load ratings, safety features, workmanship, inspection, testing, marking, packaging, and quality control of hand-operated universal gearless pulling and lifting machines.
The standard ensures that these machines meet prescribed quality, strength, durability, operational safety, load-handling capability, reliability, and performance requirements for use in construction sites, workshops, manufacturing facilities, maintenance operations, engineering industries, warehouses, mining activities, and other material handling applications.
Implementation Dates Under QCO
The Quality Control Order will come into force from the following dates:

| Small Enterprises | 9 months from the date of publication of the Order |
| Micro Enterprises | 12 months from the date of publication of the Order |
Key Requirements Under the QCO
- Products must comply with the requirements specified under IS 5604:1984.
- Manufacturers must obtain BIS certification before selling products in the Indian market.
- Certified products must bear the ISI Mark.
- BIS will act as the certification and enforcement authority for these products.
- Non-compliance may result in penalties under the provisions of the BIS Act, 2016.
Exemptions Under the Order
The QCO does not apply to:
- Products manufactured domestically for export purposes.
- Products imported by a manufacturer in limited quantities for research and development purposes, subject to prescribed conditions.
- Goods imported by manufacturers for captive use in manufacturing, subject to conditions specified in the Order.
- Up to one hundred units imported per year by a manufacturer for research, testing, and product development activities, provided such products are not sold commercially.
Certification and Enforcement Authority
The Bureau of Indian Standards (BIS) shall act as the certification and enforcement authority for Hand-Operated Universal Gearless Pulling and Lifting Machines covered under this Quality Control Order.
Penalty for Non-Compliance
Any person or manufacturer violating the provisions of this Order shall be punishable under the provisions of the Bureau of Indian Standards Act, 2016.
