Hand-Operated Chain Pulley Block QCO Overview

The Ministry of Commerce and Industry, Department for Promotion of Industry and Internal Trade (DPIIT), Government of India, has issued the draft Chain Pulley Block, Ratchet Lever Hoist and Universal Gearless Pulling and Lifting Machine (Quality Control) Order, 2025.

Under this notification, Hand-Operated Chain Pulley Blocks covered under IS 3832:2005 have been brought under mandatory BIS certification requirements.

As per the notification, manufacturers of Hand-Operated Chain Pulley Blocks shall ensure that their products conform to the specified Indian Standard and bear the Standard Mark (ISI Mark) under a valid BIS licence granted in accordance with Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018.

What is IS 3832:2005?

IS 3832:2005 is the Indian Standard for Hand-Operated Chain Pulley Blocks. The standard specifies the requirements relating to design, dimensions, rated load capacity, lifting height, chains, hooks, safety devices, material quality, workmanship, inspection, testing, marking, packaging, and quality control of hand-operated chain pulley blocks.

The standard ensures that hand-operated chain pulley blocks meet prescribed quality, strength, durability, operational safety, lifting performance, reliability, and service life requirements for use in factories, warehouses, construction sites, workshops, shipyards, power plants, mining operations, material handling systems, and other industrial lifting applications.

Timeline for Implementation

According to the draft notification, the implementation schedule for Hand-Operated Chain Pulley Blocks covered under IS 3832:2005 is as follows:

• General manufacturers: 6 months from the date of publication of the Order in the Official Gazette.
• Small enterprises:9 months from the date of publication.
• Micro enterprises:12 months from the date of publication.

The provisions of the Order will not apply to products manufactured domestically for export purposes. Limited imports for research, testing, and evaluation purposes may be permitted subject to the conditions specified in the notification.

Key Requirements Under the QCO

• Products must comply with the requirements specified under IS 3832:2005.
• Manufacturers must obtain BIS certification before selling products in the Indian market.
• Certified products must bear the ISI Mark.
• BIS will act as the certification and enforcement authority for these products.
• Non-compliance may result in penalties under the provisions of the BIS Act, 2016.

Exemptions Under the Order

The QCO does not apply to:

• Products manufactured domestically for export purposes.
• Products imported by a manufacturer in quantities up to 100 units per year for research, development, testing, and evaluation purposes, subject to prescribed conditions.
• Products imported by manufacturers that are not sold commercially and are maintained with proper records as required under the Order.

Certification and Enforcement Authority

The Bureau of Indian Standards (BIS) shall act as the certification and enforcement authority for Hand-Operated Chain Pulley Blocks covered under this Quality Control Order.

Penalty for Non-Compliance

Any person or manufacturer violating the provisions of this Order shall be punishable under the provisions of the Bureau of Indian Standards Act, 2016.
